- We want to live in peace with other countries. With each one we want to cooperate freely and in mutual respect, so that every nation can offer to the world its best achievements.
- We will therefore not interfere by force in the internal affairs of foreign states. We are committed to fully respecting their borders, culture, laws, and governments even where we do not share the same values, since every nation has the right of free development. We are aware, that the military intervention from outside would only make existing situation worse.[1]
- We promise to refrain from any judgements, defamation or other actions that could diminish the trust of governments or citizens on the territory of foreign countries. We will not tolerate it on our own territory as well. We do respect the presumption of innocence, along with the right of nations to create and enforce their own law. We are aware that this is the only way how the harmful effects of propagandas can be stopped.
- We protect our citizens by not allowing lethal attacks to reach them. But we will not answer to such provocation by retaliation, to avoid more damage from spiralling reciprocal hostilities and radicalisation. We believe in the value of the golden rule: “What you do not want done to yourself, do not do to others”, which also says that it is better letting the “justice of God” wisdom to decide if, when and how to punish foreign leaders and nations.
- Protection of our citizens is done mainly through securing and defending the borders against all possible attacks from outside[2]. In this respect we reserve our full sovereign right to decide and control what and who can enter our territory.
- In the same manner we will help to defend the borders of any other member, so the whole peace territory is protected. With the consent of the government in danger, we will help:
- With ensuring that no enemy troops or weapons will enter its territory during the conflict. We will help to capture, disarm, or neutralize them in case of invasion.
- With airspace protection. If the war starts and it will be evident that foreign aggressor does not intend to stop shelling or bombing the peace zone, we will help to take actions against all kinds of attacking equipment. As legitimate defence we will consider their neutralisation outside of our territory.[3]
- We will never kill or endanger human lives on the enemy territory even during the war unless they pose immediate threat to the lives of our people. On its territory we will only carry out local operations against missiles and military equipment attacking the peace zone at that moment, and only to the extent necessary to stop them, after which we will not conduct there any further military actions.[4] We may destroy parked military equipment or ammunition stocks on the territory of attacking enemy only if it would be reasonable to believe that they will be used and we cannot otherwise prevent their lethal effects in the peace zone. However, this will again be done only to the extent necessary to protect human lives, and until the enemy has given its consent to stop the attacks. The aim of the new security system is to prevent and extinguish wars while they are still small[5], not to fuel them.
- Noone may abuse the peace zone military power to weaken or destroy its enemy. As soon as the attacks cease, all military operations against the former attacker must therefore be stopped. Victims can demand reparations, but their enforcement must be exercised only by peaceful means.[6]
- We are fully aware that the peace among countries can only be achieved if all the parties forgive each other for all the past and start anew. Therefore, as of the date of our entry to this peace zone, we too waive all our unsettled claims against other members that have or may have arisen in connection with the wars. We are aware that even our own citizens or governments have perhaps not always acted innocently in their past, either causing or supporting aggression.
- Those who forgive also deserve forgiveness. Thus, we will not judge or prosecute citizens of other peace zone members for the war crimes that took place before the moment of their entry. We will neither impose sanctions, nor follow verdicts of international criminal tribunals for those crimes.
- On the day of our entry, we abandon all our efforts to militarily conquer territories that were not under our administration at that time, even if we consider them our own. More valuable for us are the preserved human lives, which are always at risk after every such changes[7] and during fighting[8], and the possibility to immediately stop our population´s suffering in battlefields. We do not deny the right of the conquered nations to choose their freedom or state, but we do also understand that there are better and more efficient possibilities of struggle, such as "passive resistance", which has often managed to prevail over many times stronger armies of occupiers or colonizers.
[1] When the foreign armies do not intervene, every nation is fully capable of empowering and sustaining government that is close to its thinking and which will, according to its belief, ensure the peace. Differences among countries can be explained by the fact, that in one place stability requires a military dictatorship, while in other place it can be sustained by more democratic rules. Every nation needs its own system of governance. What became freely developed there in the long run is the best for its majority, because this majority wants it or at least tolerates it as the best possibility. Even if it would bring this nation the possibility to learn from its own mistakes.
[2] Nation possessing freedom to create its own rules and conditions for life can recognise, that only the honest and good-minded approach to everything can lead to the lasting fortune and well-being. Individual decisions to go this way strengthen the trust and cooperation among people, while dishonesty, injustice and attempts to influence development by brute force erode that trust and lead to the destabilisation, suffering and wars. It is important to have strong borders to protect all those who want to live honestly, so they can produce fortune to the benefit of the whole nation. In fact, the whole principle of governance is about creating borders and boundaries in human behaviour in form of laws and guarantees that people are not crossing them for their own protection. Defending borders is also easier and more efficient than crossing such defence.
[3] Even a downed missile or plane can cause a lot of damage, from which we protect the peace zone.
[4] It should always be borne in mind that the attack can be conducted under the false flag for the purpose of provocation. It may also be a situation into which enemy government got into by mistake and do not want it, as the result of unwanted development of events that got out of control, false or exaggerated information, intrigue, etc. In all these situations it is possible to end the problem relatively easily and non-violently, as long as at least one party respects the powerful principles of forgiving, protecting, and helping even enemies from suffering. Those who can do it will earn trust and respect, which alone can disarm their strongest enemy.
[5] During decisions of how to respond to attacks must always be assumed that nations around the world wish to live in peace. None of them wants war. Extinguishing the conflict is indeed the greatest value for all concerned parties.
[6] It will be not possible to achieve global peaceful cooperation without respecting this condition, because nations have different views on what is just and what is not.
[7] Since the lives of the occupying soldiers are constantly threatened, they commit violence against residents, whom they consider defenders, diversionists, partisans, enemy collaborators, etc. And similar violence occurs later, after the territory was liberated from the occupiers' troops, when the suffering local population settle scores for their ruin lives. Historical records show that not only collaborators, but also the entire blamed ethnic groups were often attacked, displaced, or murdered in retaliation.
[8] It is not only about human lives and huge material losses as the previously flourishing cities turn into ruins. No less serious are irreversible moral damage, broken families and relationships and mental disorders of many survivals for their entire remaining life.
